| Description | The article describes the limitations of the prior consultation process and discusses the role of mobilizations and citizen participation. A comparison is made of the implementation of the principles of international law (e.g., ILO Convention 169) between "neoliberal" countries such as Mexico and Chile, and "progressive" countries, such as those of the Andean region. It concludes by promoting the need for Mexico to change its current policy linked to the exploitation of resources. |
